We want the extra money collected spent on reducing greenhouse emissions but we do not trust governments or businesses to do this. The best way is give the money collected back to the general population and require them to spend the money given back in the market place of infrastructure to reduce greenhouse gases. That is, I get back the extra money but I must spend it on windmills, solar panels, geothermal plants, stopping cows emitting gas, insulation etc. This is remarkably easy to do and enforce. See rewards.edentiti.com on ways to do it.
